Workflow Notification Mailer alternative

Hi

Whenever we start the workflow notification mailer in Test and development environments the business users are getting emails from Test environments.We are following all cloning steps to update workflow tables after refresh.Still business users are getting old emails.

Is there any alternative to workflow notification mailer?I mean can we complete the testing processwith out starting the workflow notification mailer?

In the testing process the testers are sending emails to selected users.
