Excise Tax Mapping

Hi,

 

Client needs to  pay Excise Tax when he is transferring the goods from one Org to another

 

Once the goods has reached another Org, from where he will ship  goods to Customer but does not want to pay  Excise tax at this point as he has already paid during transfer above

 

How can we map this scenario in Oracle financials for India and AR?
