Commitment Control -- Closing Project Budgets

Can Project Budgets with no budget calendars be closed using the Budget Close process (Commitment Control> Close Budget) ?  The set up on the Budget Closing Set screen asks for the Period(s) to be Processed -- Budget Periods or Fiscal Year.  Neither of these are applicable.  Thanks.
