Is it possible to force the IPMP group to failback without server reboot?

Customer report after the switch rebooted itself, most of the ipmp groups were failed back.     Just this group esg2oam failed to failback, ifconfig show interface FAILED status.
    Is it possible to force the IPMP group to failback without server reboot?

I found
ip_ire_arp_interval (read and write) 1200000 and missing patches 141532-%, 142909-% and 144488-%

Questions:
1. Is it possible to force the IPMP group to failback without server reboot?
Can I unplumb/plumb the interfaces one by one after setting i
p_ire_arp_interval = 6000?

2. Why patch analyzing tool didn't report patches 141532-% and 144488-%
