Missing Resource Type and Authentication Schemes after installing OAM 11.1.1.5.1 on Linux x86-64

I'm installing the Oracle Identity and Access Management Suite 11g (11.1.1.5.0) on a RedHat Linux x86-64 system.  Installed latest version of the Oracle Database and used RCU to build all of the required OIM/OAM/SOA/etc tables / schemas.  WebLogic installed and configured.  AdminServer, and the managed servers (oam, oim, soa) are all up and running.  OIM syncs with my LDAP (ODSEE).  When I log into my OAM console, I expected to have the following Resource Types listed (HTTP, wl_authen, and TokenServerRP) and the following Authentication Schemes (AnonymousScheme, BasicScheme, BasicSessionlesScheme, etc).  They aren't there.

I realized this when I attempted to create an 11g Webgate and it gave me the following error:
