View only Collections Agent Respnsibility

Hi Experts,
I am wondering if there is a way to create view only Collections Agent responsibility in R12 Oracle Advanced Collections? I mean all the forms in this responsibility should be in view only/inquiry mode so that the users are not able to make any changes to strategies, transactions, etc.
Please let me know your thoughts.
