Org Setup in 11.5.10

 I am trying to do org setup for our India operations. Have a quick question on to proceed with this:

We have right now operations in Delhi and Mumbai. But our Delhi office is our key Income tax reporting site for most of our operations in India. Mumbai is more like local city reporting for tax. Our Company PAN No, TAN No, VAT No, LST, and CST all from Delhi address.

By this year end we have plans to move all our operations from Delhi office to Mumbai site. Then we will have all our tax reporting from Mumbai.

In current situation how do I handle this in oracle and later make Mumbai as the main site? Or Do I make Org Address as Mumbai address now itself? Then how will I have
