Changing India Local Taxes on Open Purchase Orders

Dear All,
We are looking for inputs on how we can change the tax rates on a Purchase Order while using Encumbrance Accounting.

We are looking at a real life scenario where there is a hike in the tax rate of a specific non recoverable tax. Currentlon y, once the PO is approved and any revision is done to the same, we are not able to modify any taxes on the same other than by way of updating the tax category on the Purchase Order.

The reasoning provided by Oracle is that once PO cost and corresponding taxes are encumbered and reserved, no changes are allowed to be made on the same.
