Alternative approach/path to Workflow Notification Mailer

Hello All - Good morning.I need help on Workflow Notificaiton mailer issue.

We are using Oracle eBusiness suite 11.5.10.2 with 10g database(10.2.0.4.0).

In Development environment couple of notifications are in "OPEN' and "MAIL" status in wf_notificaiton table.We would like to send those emails to users WITHOUT starting Workflow Notificaiton Mailer.The reason if you start notification mailer it is sending emails to business users and it is creating a big problem to business groups.

We followed all cloning steps related to worflow notificaitons.We updated all rows in different WF tables.Still notification mailer is sending emails to business.
