Combination Editing - Selector Tables

I am trying to understand Combination Editing when using both Master Selector Tables and Combo Data table for online and batch processing. We have a few combination groups that have been setup for Master Selector Tables and when I look at the PS_COMB_EXPLODED table after running the Build Combination Data for Selector Tables, these process groups are not in there. There were previous combo definitions and rules that were used previously with the same trees that had a process group created with the Combo Data table selected. Would this cause the new process groups to not be selected to explode
