403 forbidden error

HI,
I am able to connect to Dev portal from the machine where it was running.But when I tried to access the same URL from Test machine(where test environment was installed) its showing 403 forbidden error.
I tried to ping the dev machine from test environment and its pinging fine..
so what is causing the issue
