Do Major Tools Releases Contain Enterprise Component Patches?

I have a few questions about Enterprise Components.  The following DocId indicates EC patches are considered PeopleTools objects, but they are not included in PeopleTools patches:

How do I install Enterprise Components Fixes for CS 9 / HRMS 9 [ID 960823.1]

The same DocID also indicates ECs can be delivered in application Maintenance Packs.  However, there is no indication as to whether these types of objects are delivered in major PeopleTools releases.

For instance, if you are on 8.51, and are upgrading to 8.52, will 8.52 contain all of the ECs released after 8.51?  As well, I am currently doing a small upgrade from HRMS 9.1 Bundle 3 (with no ECs applied), and I am going to Bundle 8 in conjunction with MP5, 8.52 and all the ECs.  I have structured the upgrade such 8.52 is done after all of the application maintenance -EC1, MP5 (with includes ECs) and Bundle 08.
