Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. What does state=0 mean?

When are these messages DEQUEUED from the WF_NOTIFICATIONS_IN table?

The number of messages keep piling up with State=0

The agent listeners and all WF related services are running.

Any input will be helpful.
