Tax Category attached to header level of PO not getting attached to all lines in PO

Hi,

When the taxes changed in budget we created new tax categories. Tried to change the PO header level default tax category and saved. Then observed that out of 45 lines in the PO only 34 lines the tax category got attached and other lines the tax category was blank. It was not serially like first 11 or last 11 or serially 11 with no tax categories attached. It is lines in between out of total 45. we are on 11.5.10.2. Can any body guide on this
