Budget Defintions - Upgrade from FSCM 8.8 to 9.1 FP2

We are upgrading financials from V8.8 to V9.1. New functionality in V9.1 requires validation of the budget definitions. After the initial pass we discovered that our budgget definitions were marked as 'Validation Required'. I did not find any reference in the Oracle guide 'PeopleSoft FSCM 8.8x to 9.1 Feature Pack 2 Upgrade' document to a task in chapter 2 or chapter 6 that readies our budget definitions for upgrade. It seems as though validating the budget definitions needs to be done as part of chapter 6 so that the ledgers are prepared for budget checking. When upgrading, is it normal for
