PSQED.EXE not working - starts very sloooow on Windows 7

Hi,
I can not start peoplesoft query builder!!
I have installed Peopletools 8.51.16 on my PC, OS=Windows 7- 64bit, Oracle client 11.

When I start peoplesoft query builder (psqed.exe) and I enter my login credentials then psqed.exe wil not start! It does not give any errors.
I have no problems when I login to Application Designer. When I then start Peoplesoft query from Application Designer Peoplesoft query still not working.

Does anyone seen this before?
