Sales and Use Tax - Payables Definition

We are currently doing an upgrade from PS 8.9 to 9.1.  In 8.9 the Tax Options on the Payables Definition were set to "Error Message" for the Sales and Use Tax Edit Message.  This allowed a voucher to be entered with incorrect amounts in the Sales Tax box but would put the voucher in a recycled status.  It also allowed a voucher to be entered and set to Use Tax without any issues.  In testing 9.1, I am unable to save a voucher set to Use Tax getting a pop up message (7030,601).  Does anyone know why this changed or how
