worik item details are editable when the status is active

 Hi All,Customer has the below question about the workitem details. Can anyone shed some light on this please?
EBS Version :12.1.1
Navigation: Advanced Collections > Collections > Strategy Tab > Open any workitem

Customer expects that the fields Optional and Escalation in the work item details window to be Non-editable when the workflow status is active.
But the these fields are active when the workflow is active and becomes inactive once the workflow is complete.
