peoplesoft document library installation

During the peoplesoft document library  installation we did not realize and select install the webserver option (we aleasy have installed teh webserver), now when we tried to reinstall only libraty it says JAV HOME could not be found, infact we have identifu JAVA HOME in the PATH and Set teh environment for JAVA HOME.

It would not alow us to uninstall the webserve or niether allow to delete the folder it says the filed is being ised by another program

Please advise. )We are installing PS TOOL 8.51 on Windows 2008 R2 server.
