AP line level Approval

Oracle delivered in 9.1 the AP Voucher header approval.  When does Oracle expect to release the line level approval? Will there be a one off that can be applied instead of an upgrade?

 I know that Oracle development was working on the line level approval and targetted 9.1 for release, however it did not make it in the release.
