Change dbflags parameter from 0 to 8?

Does anyone know of any potential issues changing the dbflags value from 0 to 8. We are on tools 8.50.24 and Oracle 11g. This change appears to fix an issue we have with cusors being held open by the master scheduler. Once we get to around 1000 cursors open, the next job that is scheduled to run gets stuck queued. By changing this value to 8, we never get close to 1000 cursors open.
