Lack authority to change user accounts in POSYS

I can't find any accounts in my POSYS (Portal SYS) environment that has the authority to modify user profiles or roles.  When signed in either as VP1 or as PS, under "PeopleTools / Security", the only option available is to "Purge Inactive User Profiles".  "Permissions and Roles' has no choices.  I can't find an account that has authority to change user accounts or roles. Our HR and Financial portal environments have proper authorities.
How do I assign the proper authorities to an account when I don't know of an account that can do that?
