Server OP SYS:Windows 2008R2

Oracle database 11g2 64bit  on AIX 6.1

Orcale Clinet on Windows 2008R2 11.2.02g 64 Bit

After installing Peopletools 8.51, Oracle Clinet and Oracle databse trying to log in App Designe using 2 tire connection and it says Missing or invalid version of SQL library PSORA (200,0)

How do I resolve this issue?

Please advise.
