Application authententicating to DSEE

I have several applications that are using DSEE 6.3.1 for authentication. My question is why do some applications lockout the LDAP account after 5 bad attempts and others continue to let the user try?Is it the way the applications make the LDAP calls? I assumed if you have a password attempt limit it was universal to the directory not specific to application.My help desk team wants to better understand this process for troubleshooting.
