Users synced to OIM from hr table through OIM db connecttor can't automatically provisioned to OID

 In my scenario, I configured OIM db connector to sync my user from hr table to OIM, then the users will be provisioned to OID through OID connector

After config, I run the scheduler, users synced to OIM successfully, but not provision to OID, there is no resource "OID User" under User Resource pallete;

But when I create a user in OIM manually, the user will automatically provision to OID

So, I want to know where is the problem?
