Can a login name be changed after it is created?

I have a user whose last name is hyphenated (say, for instance,  Charlie Delta-Echo).
Our name login name generator mistakenly let the name "cdelta-" slip through - and now we have OIM, and OID using that name.  A/D was "corrected" manually - so now there is a difference between the names used in authentication.

I've tried to update the account name (usr_login) through OIM _ but it doesn't stick.

I can use the odsm to update the UID in OID and OVD - and this allows the authentication to work.  However, the next day through some recon job - OID and OVD both wind up with "cdelta-" again.
