On upgrdation from r11 to r12.1.3 India localization taxes are not populating in GDF

 Hi Experts, 
  we had recently up gradated from r11 to r12.1.3 but the India Localization taxes are not getting populated in GDF in all modules. Can you suggest me what can be the reason for the same.
