How to modify workflow attribute with "Lock at this Access Level" checked

Hi,

What I am trying to do here is to modify Payables attribute of Expenses workflow to add a default value. However, the default value field is greyed out. And the "Lock at this Access Level" box is checked. Is there anyway that I can unlock it and update the attribute?
