Require users to fill in a page after login

I have three challenges to overcome with a modification I'm performing in Peoplesoft.  The first challenge is to refer all users who do not have a password hint, to the password hint creation page in Peoplesoft.  The second challenge is, to not allow them to leave the page until they have completed their password hint.  By leaving the page, I mean to say, using the menu to skip over completing the password hint.  I don't want the password hint page to never go away from the users screen.  That would scare them for sure.  The third challenge is, to check
