Field is required error message

All,

I am having an issue with peoplecode on the HR_PROMOTEMG component.  When trying to save a promotion request, I get an error saying Field is Required: WF_CURRENT_JOB - DEPTID (124,64) .  I put a message box on the submit button peoplecpode to show the value of that field and it is showing the field is populated.  I have tried clearing app server cache and local client cache with no success.  Has anyone seen an issue like this?
