Manager receive reset password notification

When a system administrator reset a user's password in OIM console, OIM will send an email to the user for its temporary password.Sometime the user's manager receive that email notification too, could someone tell me in which situation both the user and its manager would receive the email ?
and how to prevent its manager from getting the email ?
