Possible to setup India Financials with localizations without Inventory?

We are implementing Oracle Financials for our office in India and I am wondering whether India localizations can be (or should be) setup if we are not implementing Oracle Inventory.

Here is the background information:

- We will be implementing the GL, AP, AR, CE and OIE for India.  No Inventory or purchasing at this moment.  We do not plan on implementing Inventory.  Purchasing and FA may be implemented at a later time.

- We currently have other countries on Oracle Financials (GL, AP, AR, CE, OIE, FA, PO & INV)  so this is not the only country to be implemented.

I've reviewed the various Oracle Financials for India Impelementation Guides and User Guides, and it seems that inventory is a required setup.  If we do not implement inventory, can the India localizations be used?
