Hiding Set and Continue button in Review Procurment Card Transactions notification

I have reviewed note 302214.1 which is all I can find on hiding buttons. However, it does not help with Review Procurement Cards workflow. Background:
I have altered the message in e-mail notification to advise the user they must review their transactions. If they review the transactions by opening the notification rather than using the link in the e-mail they can click on Set and Continue and automatically verify transactions that comply with CVR's. I want to force the user to review the codes in the web page  before verification.

I am aware I need to customise the workflow and the implications of this. When I review the APEMPVFY.wft I can see the process node and the messages. I can't see the message that relates to Set and Continue. I believe the internal name is P_CONT_VFY_REMAINING. The set and and continue section when viewed as a process has no properties.
