Why webgate 10g does not intersect certain requests

In Fusion Application environment, we use webgate 10g (on OHS) with OAM 11g, in the OHS httpd.conf, it do contains webgate specific configuration.the issue we have is:  the webgate intersect requests to one domain (prompt OAM login page), but does not intersect request to another domain (webgate let it go through, then back end weblogic server promote a popup login windows),
how should I troubleshoot this ?
