Special Chars error on HRMS page from CRM Helpdesk-Related Action- Personal Data After Peopletools 8

We are getting very strang issue after PT 8.52 upgrade from PT 8.49 only few people get. Others do not get at all. We are on CRM 9.1,now PT 8.52, and HRMS 9.0. AFter upgrade when we navigate CRM- HR Helpdesk -Case-Related Action-Personal data- HRMS- Contact information. We can see Personal Information but when we click another tab on same page Biographic Detail or Regional tab we get page with speical Char ' ]]> ' on page with java script error as below:
