Open Notification Menu

Hi,
Is it possible to attach a Menu/Function for a user to know his/her Open Notifications apart from after logging in to his/her user ID in R12 (12.1.1)?

The user requirement is only after logging in and before going to any menu the notification POPUP appears but after logging into application and supposing wanted to see open notification, again need to relogin to know the same.

Is it possible to attach "Open Notifications" menu to the responsibility?

Kindly advice.
