Do we need to apply IEX JAN 2012 CONSOLIDATED PATCH FOR POST 12.1.3 FIXES patch number 13788010?

We are on R12.1.3.  We use custom views with dunning plans on a special license from Oracle.  I've been told that this patch, IEX JAN 2012 CONSOLIDATED PATCH FOR POST 12.1.3 FIXES patch number 13788010, converts some IEX forms to OAF.  Is this true?  If we decided to develop the strategies functionality, would we need this patch?
