Action history not displaying

Hi Everyone,

I have a workflow that displays the action history in the body of the email.  Sometimes though, a user will receive the email notification without the history showing.  But when I go back to the workflow adminsitrator screen and view the notification, the data is there.  It's almost as if the notification is sent before the data is completely extracted from the database.  It's not consistent and I cannot reproduce on demand.  Has anyone experienced this?  We are on 11.5.10.2 RUP7, workflow version 2.6.3.
