How to Install workflow builder

Hi,We are Using R12 12.0.6.
We have a requirement to create new workflow process.
On all of the documents i have seen, there is one requirement that i should have workflow builder.
I have installed developer 10g on my machine. Where do i get the workflow builder setup?
Is it a must for me to install  a database instance (10g or 11g) on my machine?

Please advice.
