odisrv not starting

Hi everybody,
We have a strange issue going on - odisrv is not starting in an environment where it used to start. There was no change in products versions, OS etc.
We can see that when we issue a command like
oidctl connect=<OID-DB-SID> server=ODISRV instance=1 configset=0 flags="hostname port=3060" start 
the odisrv starts, it is given a PID but then stops immediately and the PID changes of course. there is no odisrv log in ldap/logs even if we start with debug.
We can see the pid change in oidmon.log and in ods_processes.
