Full Data Publish USER_PROFILE

When running full data publish for USER_PROFILE service operation all my user profile information is going over to target database but only the first user of each message is being processed in.  According to our developer the application package code is not looping through entire message.  Is there something I can change to have it go through full message?  We are on 8.51.11 for both source and target databases.
