OpenWithNewPassword fails with ORA-01017

Hello all,
we have ODP.Net 11.2.0.2 and connect to a DB 10.2.0.5 64bit.
Having a user with expired password and using OpenWithNewPassword fails with ORA-01017.
Is this a known issue?
