Items with Inspection Required Routing are skipping inspection

We use Quality Module to perform Inspection(profile QA:PO Inspection is set to Quality ) and we also use skip lot functionality for some items .We have some other items which do not  have skip lot enabled for them and  have the Routing set to Inspection(Receiving tab in organization items)  and so does the PO shipment (receivng controls).

When we receive these items they are getting received as if their routing is set to Standard(Receive and Deliver) and are skipping Inspection.That button shows disabled when we are in  the Receiving Transactions Screen and allows a straight deliver to Inventory .
