Custom OIM request plug-in - confused by documentation

I'm trying to find a way to port a self-service SSO account registration system from Oracle Portal 10gR2 to OIM 11.1.1.6.0 platform. The built-in OIM request/approval mechanisms won't work for us, so I'm thinking that some kind of custom OIM extension and/or plug-in will do the trick.  

I've been reading a lot of OFM/OIM documentation and its looking like maybe the self-service registration API, coupled with a custom OIM plug-in might work, but I'm finding the documentation a little confusing. Case in point, a request has "stages" and a plug-in point has "status changes"...
