Approvals by email if user account is inactive

We are currently implementing EBS R12.  We have serveral users that will not be regularly logging into the EBS but will be doing any invoice or purchase order approval via email.  We have configured workflow for standard email notifications with approval links on the email.

Our question comes from a what if scenario.  If the users password expires and they do not log in to reset it, will they contunue to be able to approve via eamil notification?  We could not find documentation for this and wanted to see if any other users have any experience with this.
