Windows Active Directory Connection Failure

We have setup a new resource pointing to a local Active Directory instance. 

Either through selecting Test Configuration or starting a reconciliation, we receive the following error:

Test connection failed for resource: Error opening object 'LDAP://OU=PTL Users,DC=ptl,DC=ad,DC=penske,DC=com': ADsOpenObject(): 0X8007202A: , , The authentication mechanism is unknown

We confirmed that the password is correct. If I check the account we are using for the resource, in active directory, the bad password count increments up by one for each attempt.
