OAM 11.1.2 upgrade failing at importAccessData step (http://docs.oracle.com/cd/E27559_01/doc.1112/e2

We are upgrading OAM 11.1.1.5 with BP03 to OAM 11.1.2 in order to use some new features.  The upgrade includes steps to create a new OAM schema, export old OAM schema details, and import those into the new OAM schema.

The upgrade process is failing on the import step.

Here is the import command:
cd /u01/app/oracle/product/fmw/Oracle_IDM1/common/bin
./wlst.sh
importAccessData("/u01/app/oracle/product/fmw/Oracle_IDM1/oam/server/wlst/scripts/custom/oam_upgrade.properties")

and resulting error:
Sep 24, 2012 10:29:22 PM oracle.security.am.upgrade.plugin.util.UpgradeUtil deployConfigFile
INFO: oam-config.xml copy to domain home failed!!
