upgrade missing queries, configuartion and tree updates.

We are having an issue with the upgrade.  When BCBS created the environment for UAT, configuration,  queries and trees are coming over from the snap shot taken in December.  In addition we are having issues with Workflow not coming over correctly.  Needless to say any additions and changes since December is missing in the upgrade.
