Do I have to install oidpwdcn.dll to get OVD and EUS working with Active Directory

Our company keeps very strict control over the AD environment and adding oidpwdcn.dll to the AD servers will be a huge challenge. If I can do without password change notifications can I still implement OVD and EUS working with Active Directory.
