Merging new and security during upgrade

I have a dilemma.  We are upgrading from PT 8.47 to PT 8.51.  PT8.47 (prod) security is maintained daily by automated processes, therefore new users, user preferences, etc are added/subtracted all the time.

In PT8.51 (new prod) we have built out some new security for an addition group of users that are not in prod.  There are new users, roles, permissions, preferences, etc for this group of over 3,000.

I am looking for a way to merge these two versions - prod and new prod - during the upgrade process.  The idea is to keep the new 3,000 users and their security and combine it with the current production security.
